EHS Zone has been approved by the Chief Prevention Officer (CPO) to provide the JHSC Certification Part 1 eLearning Course under the new standards.
On May 2020 the Ministry of Labour, Immigration, Training and Skills Development announced that the Joint Health and Safety Committee Part 1 Certification Training can be completed online. The online JHSC Part 1 certification training via eLearning IS NOT led by an instructor. The learners set their own pace.
In Ontario, most workplaces with 20 or more workers must have a joint health and safety committee (JHSC), made up of at least one member representing the workers and one member representing the employer. Four members minimum are required when companies have more than 50 regular workers. The committee’s primary role is to identify workplace health and safety issues and bring them to the attention of the employer.
Under the Ontario Occupational Health and Safety Act, at least one member representing the workers and one representing the employer must be certified. The certification consists of two parts: Joint Health and Safety Committee Part One and Joint Health and Safety Committee Part Two.
The eLearning method has been added as an option for the delivery of the JHSC Part 1 training with the main objective to allow CPO-approved training providers to offer flexible learning options.
The JHSC certification Part 1 eLearning course offered by EHS Zone was designed to be taken within two (2) days, although learners have (thirty) 30 days from the course start date to complete it.
Upon completion of the JHSC Certification Part 1 program learners will have the knowledge and skills needed to fulfill the legislated duties of a JHSC certified member and to support the workplace parties in understanding their roles as part of the Internal Responsibility System.
Learners must complete the course and successfully pass the final exam to be granted with the Ministry of Labour, Immigration, Training and Skills Development JHSC Certification Training Part 1 certificate.
To complete this course, learners will need:
- An updated copy of the Occupational Health and Safety Act and its regulations (a consolidated version of the green book) or alternatively an electronic version of the Act and its regulations. Note: Participants who wish to buy a physical copy of the green book can do that in the shopping cart. The green book will be shown as an optional product when purchasing the JHSC certification course.
- Additional materials needed for this course include a computer connected to a reliable internet service, pen or pencil, notebook or agenda to take notes as desired. A headphone is not mandatory, but highly recommended as it helps to improve the audio quality as well as the learner’s concentration.
- We encourage all remote learners to find a quiet place or room in their homes or work sites to complete the JHSC Part 1 e-learning course. In addition to that, learners are expected to do their best in setting up a “workstation” which can attend their individual needs: a desk or table, and a comfortable chair, etc.
Once registered for the eLearning course, learners will receive an e-mail with the instructions on how to access this training. There is no need to download any app or software to complete the JHSC e-learning Part 1. Audio is embedded in the course slides, so learners can listen to the training if desired, except for external links and resources which are not videos. To get the most out of this course, learners should:
- Access all links, videos and documents embedded in the slides.
- Take the time to complete all tests and activities after each chapter.
- Practice how to find information in the green book every opportunity.
- Go back to any previous chapter in the program for any reviews /clarifications as needed.
- Participants will be able to reach out to EHS Zone if any questions or concerns about the course material or content arise.
JHSC Certification Part 1 training is generic to all workplaces that require certified members, regardless of workplace sector.
JHSC Certification Part 2 focuses on sector and workplace-specific hazards and is where participants will learn how to identify and control hazards that are present at their workplace, and develop health and safety action plans to address those hazards.
The full certification is achieved when the member completes the JHSC Part 2 course. As per the requirements of the new Joint Health and Safety Committee training program, JHSC Part 2 must be completed within twelve (12) months of the completion of Part 1.

The JHSC certification process is described below:
- JHSC Part 1: 3 days or 19.5 h. (to be completed prior to Part 2)
Since May 2020: Part 1 can be completed online. (as quickly as within 2 days)
- JHSC Part 2: 2 days or 13 h. (review specific hazards / type of sector or business; to be completed up to 12 months after the completion of Part 1)
- JHSC Refresher: 1 day or 6.5 h. (every 3 years for members who completed their certification under the 2016 JHSC Certification Training Standards)
The learning objectives of the JHSC Part 1 certification online training are:
- Understand the Occupational Health and Safety law
- Understand the Occupational Health and Safety Act and its regulations
- Know the rights and responsibilities of the workplace parties
- Participate in accident investigations
- Understand workplace monitoring
- Conduct proper workplace inspections
- Respond to work refusals
- Understand how to review employer’s compliance with an inspector’s orders
- Learn about the Recognition, Assessment, Control and Evaluation of Controls (RACE) Method
The importance of the Joint Health and Safety Committee includes:

JHSC Part 1 eLearning Program Structure
The structure of the JHSC Part 1 eLearning course offered by EHS Zone consists of eight chapters and a final exam. The following contains the list of chapters:

- Each chapter contains distinct evaluation methods with the main objectives of: supporting course engagement, improving content fixation and enhancing the learning experience.
- The final exam consists of a multiple choice test.
- The JHSC Part 1 online course certificate is issued immediately after the successful completion of the final exam.
SkillsPass
The Ministry of Labour, Immigration, Training and Skills Development does not mail hard copies of JHSC certification course certificates anymore. The training recordkeeping as well as the process of issuing JHSC certification training certificates are now done through a database called the Certification Management System (CMS), which uses the software called SkillsPass.
According to the Ministry of Labour, Immigration, Training and Skills Development requirements, EHS Zone must update SkilssPass with the learner and course’s details within fourteen (14) business days of the completion of the training. To create a free and secure account with SkillsPass, EHS Zone requests the following information from participants:
- Name, year of birth, e-mail, home address and phone number.
